Tuggerah is the opposite of the older coastal suburbs, and it needs a different approach.
The housing here is largely modern — estate builds from the 1990s onward, with a lot of it much newer than that. Nothing's rotting. Nothing's got asbestos in the eaves. The framing is straight and the floors are level.
The constraint here isn't the age of the house. It's the size of the block. Modern estate lots on this side of the Coast are commonly 350–550m², with the house taking up a large share of that. Which means the planning rules that barely register in Erina or Matcham become the binding constraint in Tuggerah. Get them wrong and a straightforward deck turns into a DA.
Tuggerah is also the commercial and industrial heart of the northern Coast — Westfield, the business park, and the growth corridor running north through Warnervale and Wadalba. A decent share of our work here is subcontract framing for builders working those estates.

Learn moreHere's the rule that catches Tuggerah homeowners specifically. For a deck, patio or pergola to be exempt development, the total floor area of all such structures on the lot must stay under 15% of your home's ground floor area on lots over 300m², or 25m² on lots of 300m² or less.
On a 500m² estate block with a large modern house, the builder's existing alfresco slab may already be consuming most of that allowance. Add a deck and you can be outside exempt development without ever getting close to the 25m² single-structure limit or the 1-metre height limit.
The other small-lot squeeze is the 900mm boundary setback. On a narrow block with a house already sitting close to the side boundary, that 900mm can be the difference between a usable side deck and no side deck.
None of this stops the job. A CDC through a private certifier is roughly a 10-day process. But knowing at design stage beats finding out at approval stage.
A lot of Tuggerah homes came with an alfresco area that's technically there and practically unusable — no shade at the right time of day, no screening, exposed to the western sun, and a slab that gets hot enough to be unpleasant from November.
Upgrading it is one of the best-value jobs in this suburb: adding a proper roof or louvre system, decking over or extending the slab, screening the exposed side, and building in seating or an outdoor kitchen. You're improving something you already paid for.

Unlike the sloping coastal suburbs, the 1-metre exempt development height limit is rarely an issue on a Tuggerah block. If you can get inside the area cap, a lot of decks here can be built with no approval at all — no fees, no waiting, no certifier.
