What Building in Kincumber Actually Involves

The mountain side

Kincumba Mountain Regional Reserve spans Kincumber, Green Point, Picketts Valley and Erina. If your block sits against it or near it, three things follow.

Bushfire prone land. The mapping is certified by the NSW Rural Fire Service Commissioner and includes buffer zones around vegetation categories — so you don't need to back directly onto the reserve to be included. Where it applies, exempt development requires anything within 5 metres of the dwelling to be non-combustible, which rules out a standard timber deck butted against the house. Through a CDC or DA, the site gets a BAL rating that determines permitted materials.

The fall on the block. Exempt development caps deck floor height at 1 metre above existing ground level. On the slopes that limit disappears quickly, pushing most decks toward a CDC (roughly 10 working days via a private certifier) or a DA. Retaining walls over 600mm, including batters, need consent in their own right — cut into the slope and you may have two approvals.

Variable footings. Rocky ground means footing depths vary across a single block. It affects the quote honestly given, and it's the most common reason a cheap quote from someone who hasn't built here blows out.

The broadwater side

Down on the flat, the constraints invert.

The 1-metre height limit stops being the problem — flat land means a lot of decks here can sit inside exempt development limits with no approval at all, provided the block isn't flood-constrained and you stay under 25m² with 900mm boundary setbacks.

What replaces it is water. Ground moisture and flood influence near the broadwater mean anything at or near ground contact needs H4 or H5 treatment rather than H3, posts belong on galvanised stirrups clear of the ground, and subfloor ventilation has to actually work.

Development within 40 metres of a stream, river, lake or lagoon can also be classified as integrated development — Council consent plus approval from a separate public authority, with extra fees and a longer timeline. On broadwater frontage blocks that's worth establishing before you commit to a design.

Aboriginal heritage

Kincumber is on Darkinjung land, and Kincumba Mountain Regional Reserve contains a range of Aboriginal sites — middens, rock engravings and axe grinding grooves — alongside evidence of later occupation.

For most residential jobs this doesn't arise. But if Aboriginal objects are uncovered during works there are legal obligations, and on the bushland-adjacent blocks it's worth being aware of rather than surprised by.

Salt, at a distance

Kincumber isn't oceanfront, but it's close enough to the water that hardware choice matters. We use stainless in exposed positions as standard and seal cut board ends before laying.
